Align template license to MIT template

The format for MIT is supposed to be "Copyright (c) [year] [fullname]"
Updated to current year and revereted to Government of Canada as per WET https://github.com/wet-boew/wet-boew/blob/master/License-en.txt

Appropriate Government of Canada Copyright Identification

© Her Majesty the Queen in Right of Canada, as represented by the Minister of (legal departmental name), (year of publication).

I agreed it would be better if we could "legally" just all use Government of Canada.
