Add an example for authority transfer

Fix bugs related to authority:

• be able to do entity map on the send side
• the server doesn't send updates to the client with authority
• accept updates even if don't have an latest_tick on the receiver side

Improve interpolation behavior related to authority transfer.

Add an example 'distributed_authority;

Add tests:

• the receiver of authority transfer now sends updated, with map entities
