This reenables Windows CI fixing various compat cases.
There are still some unexpected Windows failures against the main test suite, so we only have 73 passing cargo test not 80, but that's not bad at all considering.
For now I'm disabling the componentize tests pending the coming release tomorrow which will then reenable these.
