Goal
Replaces the ASP.NET MVC/Web API example app with a new version targeting .NET Framework 4.6.2 (our new minimum target framework).
Design
The new example app is configured to use packages built locally from source, primarily to make it easier to use for development/testing, but it's also possible to switch to using the public packages from nuget.org through Visual Studio (this is outlined in the README.md)
