Unexpected: "do not display results" of previous races is not being obeyed (and they were shown as soon as uploaded.

tighten up handling staff access/visibiluty of race results
1944ad1 
includes making presence of results_uploaded_at useful for showing
"no results" in case of abandoned races: relates to #253 and #129
