CI only failed on Copy file to S3 in win-x64 build.
Confirmed the test plan specified in #3103 works fine using downloaded nightly build on Mac, Version 0.70.60 Chromium: 76.0.3809.100 (Official Build) nightly (64-bit)

Uplift into 0.69.x approved after deliberating with @brave/uplift-approvers. I also went through some QA #3103 (comment) as per @bbondy request. Both CI/Travis and CI/Jenkins look good as per #3177 (comment).

Please make sure that all the correct labels are added and the associated issue is moved into the correct milestone.
