Browser crash when launched without network

Steps to reproduce

1. Disconnect device network
2. Clean install build (1.31.86)
3. Launch browser, crashes
4. Connect device back to network, still crashes. Only way to launch is to reinstall when network is available

• Android version: 11 only. Doesn't repro on Android 10
