This removes the metal and VMware 1.23 variants. This version of Kubernetes has gone end-of-life and these variants are no longer supported. Signed-off-by: Sean McGinnis <[email protected]>

Description of changes:
This removes the metal and VMware 1.23 variants. This version of Kubernetes has gone end-of-life and these variants are no longer supported.
Testing done:
No build errors.
Compare with past variant removals, though this is the first time we are not removing the entire set.
