Description of changes:
Enables using custom userdata with
cargo make test. Userdata is passed via file and is base64 encoded by thecrd_inputstruct. On the TestSys side, the userdata is merged with the minimal necessary userdata and merged with the same logic as BottlerocketTesting done:

admin_userdata.tomlRan the test
cargo make -e TESTSYS_USERDATA=admin_userdata.toml testVerified that the userdata in EC2 console had the new userdata.
