  1. host-ctr: bump to go1.18, dependency updates 

    This bumps the minimum required version of Go from 1.16 to 1.18

This also bumps all dependecies.
We're pinning containerd version to 1.6.6 to match the version of
Bottlerocket's packaged version of containerd.
