Since we're using a newer golang compiler in the Bottlerocket SDK, we can drop patches created due to our compiler previously being older than ecs-agent upstream. This also includes rebasing our filepath configuration patch.
iproute has removed a few binaries which upstream claims to be dated or unused: ifcg, routef, and rtpr. Two new binaries were added: dcb and vdpa.
Move upstream to one which is easier to verify artifacts with signatures.
