Update packages

Description of changes:

This updates almost all the third-party dependencies in packages/. Exceptions include:

• containerd 1.4.3/runc 1.0.0-rc93, which will be updated as part of update containerd to 1.4.3, runc to 1.0.0-rc93 #1336
• ecs-agent, which will be updated in a separate PR

Testing done:

• aws-k8s 1.15, 1.16, 1.17, 1.18, 1.19 on aarch64
  • run pods OK
  • journalctl shows the same warnings as the current upstream releases
  • e2fsprogs (major version update) working: the testing for this package included using the local-static-provisioner with an instance with local ephemeral disks, mounted as volumes in the pods.
• aws-k8s 1.18 on x86_64
  • same testing
• aws-ecs-1 on aarch64
  • Launched a nginx container/task/service through the ECS console - ran OK, and I was able to curl http://localhost from within the container
• aws-dev on aarch64
  • Launched a nginx container - ran OK.
