We need to have a docker templated configuration that has the nvidia runtime in it which will use the nvidia-oci runtime (a symlink to shimpei). Along with this, we need to have an additional oci-hooks toml file to create shimpei's hooks configurations for both the default and nvidia runtimes.

This is to support #1074
