transfer this repo to bootc-dev

Hi, a while back bootc was added to the CNCF in sandbox.

I still consider the functionality of this repository to be very critical to the overall goals of the project.

I'd like to propose transferring this repository to the bootc-dev organization.

(This proposal is of course entangled with lots of other ones around the roles/future of this project, such as #95 and #58 among others)

I'm not sure what are the implications (specially with podman integration), but also I don't have a strong opinion against it.

There's a ton of followup here, especially around things like who the maintainers are and direction. I filed bootc-dev/infra#18 around automating more commonality across our git repos.
