chore: renaming for evn and some optmization;

Description

This PR opt some evn broadcast mechanism, and renaming for EVN, it will more clear for user. The previous PR is #3043.

Example

You should set the config as below:

Changes

Notable changes:

• evn: modify whitelist broadcast mechanism;
• chore: opt naming for evn;
• p2p: fix block fetching err response code;
