memory_limitfeature allows specifying maximum memory limit for EVM execution, but this setting is currently ignored when constructing EVM inmainnet_builder.rs. This change will unblock paradigmxyz/reth#19107 in Reth, draft PR: paradigmxyz/reth#19279.
