This PR simplifies role assignment for Databricks-provided OpenAI models by always using "system" role instead of conditionally using "developer" for reasoning models. Databricks natively provided models require "system" role, and when the gateway passes through to OpenAI's first-party API, OpenAI automatically converts "system" to "developer" when necessary for newer models.
- Removed conditional logic that selected "developer" role for O1/O3/GPT-5 reasoning models in Databricks format
- Updated test assertions to expect "system" role for O1 and O3-mini models

this makes this a good candidate to just delete the test
all we really want to test here is that reasoning_effort comes back as medium. anything else we test just suffers from if other things change (like here) it breaks

Databricks natively provided openai models use "system" not "developer". The gateway can also pass through to first party API, where new models are supposed to use "developer". However openai automatically converts system to developer when necessary, so this works with both
