[Monorepo] fix #18 and improved monorepo's split release process

Improved commits tag process to make it automated and remove the --release options for monorepo's workflow split command. Closes #18.

Motivation and context

The current logic written for splitting commits tags is not sustainable and can be improved so it is automated.

• Deprecation (un-wanted or renamed functionality that should be removed)
• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would cause existing functionality to change)
