docs(ja): update configure-biome guide to v2 specification

Summary

I noticed that the Japanese configuration documentation was outdated when I referenced it, so I have updated it to match the current version.

While I was aware of the PR for updating the Japanese documentation, I thought it would be beneficial to update at least this page first, so I created this PR as a proposal.
I have updated the content to fully align with the English version of the documentation. Please review it when you have a chance.
