Summary
This PR creates a workflow job that will publish
@biomejs/wasm-webevery time a PR is merged.It uses https://github.com/stackblitz-labs/pkg.pr.new
We plan to use this to enable continous delivery of our playground.
Test Plan
Merge it and trigger it, or wait for a PR to be merged
