Currently, enabling Prague+ on PoA networks requires predeploying the fork’s system contracts (beacon roots, deposit, withdrawal / consolidation request contracts) and specifying their addresses in the genesis. Since these contracts are irrelevant for PoA networks, this change allows the users to avoid their unnecessary configuration.
