ability to config that vscode extension shows warning instead of error. I don't prefer that formating stuff be an error

  will NOT be the same as the extension version
• Operating System: winodws
• .csharpierrc Settings: don't have
• .editorconfig Settings: don't have

I've added a level option for the diagnostic and defaulted it to warning.

I also modified the behavior so that a new diagnostic will not appear as you type code, it will only show up on save.

Both of those will be out shortly with 1.9.2

and it would be good to improve site's documentions
