this is a cherry pick of feat(installer): support enabling GPU on Debian & Ubuntu24 #846
currently, only Ubuntu 20 & 22 are supported to enable GPU

Other information:
currently, Nvidia does not have an official APT repo for Debian of ARM64 arch, a counterpart for Ubuntu2204 is used instead as a fallback, if needed, though the chance is very small.
