feat: Add policy configuration db table

Description

Adding a table to store policy configuration.

Also added history / audit tables for new tables created in database v27 and v28.

Fixes # ORV2-2218, ORV2-2454, ORV2-2455

• Ran docker SQL container, verified in console no errors

• Verified in SSMS the objects are created as expected
