As a student I want to see when I'm blocked due to the legacy restriction.

Acceptance Criteria

  • Change the notification type for the LGCY restriction to "error"

Additional Context
We changed it to no effect to hide it from students as we worked to resolve the restrictions issues and now need to change it back.
