Related to #667 which added jsonnet to BCR, and google/go-jsonnet#698 which will add a MODULE.bazel (with the same contents as the patch in this PR) to the upstream project.
This will add go-jsonnet to BCR, which is used among others by rules_jsonnet. There is no source archive added to their release process today, but I will try to make that happen.
