Description
CruiseControlOperation CR has a phantom errorMessage in it with a Completed (succeeded) state when operation is rebalance. This is caused by the go-cruise-control library bug. This bug is fixed in the v0.6.0
This PR update go-cruise-control library from 0.4.0 -> 0.6.0
