It's a bit of an edge case.

If the filter for allowed html is off, it's currently allowed to add inline styles for color, font... Whatever TinyMCE provides in its format menu item.
It's currently still prevented to use the indent and outdent buttons for block elements (like p, div, ...).

Although I still consider inline styles awful clutter, I have to admit, that it may be desirable for some. And if inline styles are available for color, why not also for indent (using padding)?
