Themes can provide styles and additionally add those to the styles dropdown.
But it's also possible to just add the CSS file without custom theme, but that's trickier to apply when viewing content.
After some forward and back, I decided to go the easier route with a special filename: tinymce-styles-dropdown.css.
Whenever a file with this name is part of content_css options, this file also gets parsed for styles.
