Consider rewrite in pure Python

• Allows us to use cryptography for encryption/ performance (underlying code is written in Rust)
• Enables use of mypyc or Cython for native performance exploration
• Express test coverage in Python, and allow other future integrations such as a custom C library or other performance improvements
