Add a flag to the Kotlin plugin to support generation of KMP structure. The runtime need not support all the targets to do this.

e.g.

Today projects are generated as JVM only targets:

generated/src/main/kotlin/{package}

We should enable generating a KMP structure and apply the apropriate plugin by default:

generated/
    commonMain/kotlin/{package}
