remove octagon configuration/metadata and get configuration exclusively from SSM Parameter Store this also allows merging configuration/ into sdlf/ (previously octagon/) simplify datalakeLibrary - OctagonClient and PipelineExecutionHistoryAPI were needlessly separate update SSM parameter names to fetch the newest format

remove octagon configuration/metadata and get configuration exclusively from SSM Parameter Store
this also allows merging configuration/ into sdlf/ (previously octagon/)
simplify datalakeLibrary - OctagonClient and PipelineExecutionHistoryAPI were needlessly separate
update SSM parameter names to fetch the newest format
