Update minor version for SRA Identity & Auth release

Motivation and Context

The next release will have the core refactoring changes to Identity & Auth logic, in preparation for moving the services to Smithy Reference Architecture. So we want to do a minor version bump with this release.

Modifications

• Ran ./mvnw versions:set -DnewVersion=2.21.0-SNAPSHOT -DgenerateBackupPoms=false -DprocessAllModules=true as per

  aws-sdk-java-v2/buildspecs/update-snapshot-version.yml

  Line 25 in 3800d0b

  - mvn versions:set -DnewVersion=$NEXT_VERSION_SNAPSHOT -DgenerateBackupPoms=false -DprocessAllModules=true
