refactor: drop support for Node.js <= 18.0.0

Reason for this change

CDK has announced end of support for Node.js 14.x and 16.x on May 30th, 2025.

Description of changes

• Marked the Node 16 as deprecated in the custom resource provider (annotation)
• Updated the linter rule
• Replaced node versions in package.json
• Ran the linter to verify
