fix(ecs): Move AvailabilityZoneRebalancing into aws-ecs-patterns.

Reason for this change

We noticed that newer constructs such as FargateService seem to utilize the property, whereas NetworkLoadBalancedFargateService cannot utilize this correctly.

The fix is to move the AvailabilityZoneRebalancing enum into the base props.
