feat(ecs-patterns): support securityGroups in NetworkLoadBalancedFargateService

Reason for this change

We can't specify securityGroups in NetworkLoadBalancedFargateService now.

Description of changes

• Add securityGroups property to NetworkLoadBalancedFargateServiceProps.
• Add unit test
• Add integ test
