us-isob-west-1 region is registered with this PR #34249 . Pending to add region to the ELBV2_ACCOUNTS accounts. Waiting for the account id to be avialable.

New regions after August 2022 uses service principal logdelivery.elasticloadbalancing.amazonaws.com for the creation of ELB access log bucket policy. This SP is already configured as default in CDK. No further action required for this region. Rest of the configuration equired is already added in the above PR.
