Summary
Revert the changes not intended to go in release v1.78.1. These changes will be brought back once the release v1.78.1 release PR is merged in both dev and master branches.

go revert commit-sha
squashed all revert commits into one for cleaner commit history and so that re-revert can be convenient when needed.
Testing
Verified the set of changes that'll go in release v1.78.1 using this (see "Files changed" tab). All changes since 1.78.0 release were reverted except #3993 and #3967. #3993 is reverting the breaking changes for which we're doing the v1.78.1 release. #3967 is a housekeeping PR to ensure that our codebuild jobs build successfully on ECS-A platforms.
