fix(ci): inject PR_LABELS env for PR Label automation

Summary

Previous PR addressed the need for removing PR labels after a title change. This PR fixes the previous automation by including the expected PR_LABELS env var, and set a default empty string in case there's no PR labels to avoid disruption.
