This PR releases the Denali testnet.

Improvements include:

• Improved error handling of critical errors in VMs.
• Improved UTXO indexing in the AVM. Resolves UTXO DoS Vulnerability #5.
• Fixed memory leaks in Avalanche + Snowman bootstrapping. Resolves Node crashes with out of memory #101.
• Improved API information for nodes and stakers
• Added timeouts to normal shutdown. Resolves Can't Shutdown Ava #187. Resolves Gecko does not respond to the standard SIGTERM signal (kill 15 or CTRL+C) #89.
• Improved networking retry timeouts to reset only after finishing the handshake
• Updated metrics in bootstrapping
