Gate @next publish on secrets scan result
publish-next only depends on quality-gate, so on a dev push it can still publish to npm even when secrets-scan fails in the same workflow; this means a commit flagged by GitGuardian can still be shipped under @next before humans react to the failed run. If secret scanning is part of CI acceptance, this job should also require that check (for example by adding it to needs).

Avoid republishing unchanged version on every dev push
This publishes on every push to dev, but bun publish is publishing the package version from package.json; after the first successful @next publish for that version, later dev pushes that do not bump version will hit the registry's immutable version constraint and fail the job. In practice this will make CI flaky/red for normal dev merges unless version is changed each push or the workflow updates dist-tags instead of republishing.
