Match the historical commit message exactly
This ignore is documented as a one-off for a single historical commit, but using startsWith broadens the exemption to any future message beginning with the same prefix (for example wip: fix-omni-bridge-hardening#10 or ...#1 - follow-up). In those cases, commitlint will skip validation entirely, which re-opens a path for new wip: commits despite the comment saying they should still be rejected.
