Add support to running integration tests and external open source contributors' pull requests using GitHub Actions secrets. Based on: https://iterative.ai/blog/testing-external-contributions-using-github-actions-secrets It will require a code owner to approve the integration tests run. We can validate this change once it is merged into the main. The PR #456 helps validate it. Closes: #432
