An explicit Python build pin is ignored when that Python version is already installed, so uv can keep the wrong build. Compare the requested build before reusing an installation. This makes the reproducible-build pinning requested in uv#14263 effective for existing installs using the build marker from uv#15314. The install/download code is also being changed in uv#20286, uv#19840, and uv#20309.
