Summary

Avoid expensive calls to Type::is_subtype_of and Type::negate() unless they are definitely necessary.

Test Plan

• Existing tests all pass
• Primer report shows that there is no ecosystem impact except for our known set of flakes.
• QUICKCHECK_TESTS=1000000 cargo test --profile=profiling -p ty_python_semantic -- --ignored types::property_tests::stable still passes
