Summary

A couple of minor followups to #22048:

• That PR added a comment to the Type::StringLiteral() branch of UnionBuilder::add_in_place_impl, but the same comment should also be added to the Type::IntLiteral() and Type::BytesLiteral branches of that match.
• Make the code more DRY by factoring out code that's common to all the branches.
