The pacret_bti variants all have tests that either fail or unexpectedly pass. These should be addressed before the variants have testing re-enabled.

Also, this is not a non-functional change since it modifies which tests are run.

When `APInt` parses negative numbers, it may extend the bit width. This patch ensures the bit width matches with the attribute. Fixes llvm/llvm-project#122996.
