feat(argo-cd): add the requeue setting for appsets

Hi @aburan28, Thanks for your contribution.
While your mentioned PR is merged, it is not released (if you navigate to https://github.com/argoproj/argo-cd/blob/v2.13.3/manifests/base/applicationset-controller/argocd-applicationset-controller-deployment.yaml , you see that the ENV var is not yet present).

Therefore I add the awaiting-upstream label and we revisit your PR after we observe that the feature is now available inside a released version.

Hi @aburan28 thanks for your patience 🙏 . It is already available since a while ago (Feb 4, 2025, Helm chart version 7.8.0)
