PR adds support for building
linux/amd64andlinux/arm64container images for Argo CD Image Updater.Also adds a Makefile target to build binaries for
linux/arm64,linux/arm,darwin/amd64,darwin/arm64andwindows/amd64and support signing release assets using PGP.Closes #136
