Correctly read Sh order coeffs from order < 3 ply file, which can be generated by nerfstudio.
Sh order decrease to 2 can save a bit of size and have minor impact to visual, but it seems the current render flow doesn't natively support it.
This PR will fix the coeffs reading order from Sh order < 3
